Labour Market Programs

Oteenow Employment and Training Society focuses its resources on meeting demands for adult training and job placement in a variety of high-demand industries by developing effective programming and services in those areas.

Labour Market Programs & Services:

Skills Development Program (SDP)

The objective of the Skills Development Program is to provide a wide range of individual skills development opportunities with which participants are able to attain accredited, relevant training to help market themselves competitively in the workforce. Both project–focused and individual interventions are strategically targeted to meet the demands of the local labour market while meeting the employment/career needs of the participant.

Targeted Wage Subsidy Program (TWS)

The Targeted Wage Subsidy Program encourages employers to hire individuals whom they would not normally hire without a wage subsidy, due to lack of work experience. TWS provides subsidies to help offset costs associated to the participant's employment. It is expected that the employer will offer permanent employment. The employer hires the participant into an existing position, one that is not created specifically to hire a TWS participant, on a long-term basis.

Job Creation Program (JCP)

The objective of the Job Creation Partnership is to build a framework within the Alberta First Nations network of communities, Tribal Councils and technical services providers, to enable all partners to work collectively in implementing projects and activities to reduce greenhouse gas emissions and increase the focus on sustainable benefits of energy efficiency

Self-Employment Assistance (SEA)

The objective of the Self-Employment Assistance Program is to assist individuals in creating employment opportunities to achieve self-sufficiency and self-reliance. Services offered to individuals include business planning, consultation and mentoring along with technical training assistance while they launch their own business.

Job Maintenance Program (JMP)

The objective of the Job Maintenance Program is to assist job-threatened employees who are facing impending job loss due to lack of skills and/or experience. A wage subsidy is provided to the employer to offset wage costs while the employee undertakes training and/or gains experience on the job. The subsidy period is for a negotiated period of time, depending upon the level of training required (three, six, nine or twelve months). The employer agrees to retain employee once JMP is complete.

Co-operative Education Program (CO-OP)

The objective of the CO-OP Program is to work in conjunction with educational school systems such as secondary school boards, private secondary and post-secondary institutions. Students benefit from first-hand experience with the labour market to assist them with setting realistic career goals. The program is designed such that students have the opportunity to alternate their academic studies with paid work experience.

Summer Work Experience Program (SWEP)

The SWEP program assists students who are currently enrolled in full-time studies and plan on returning to school in the fall. The program is designed to offer meaningful, career-related work placements for students during the summer months. A wage subsidy is given to the employer as an incentive to employ students. The SWEP employer does not replace an existing employee.

Local Labour Market Partnerships (LLMP)

The objective of the LLMP allows for partnerships between business, industry and all levels of municipal, provincial and federal governments to address and find ways to increase Aboriginal participation in the workforce. This initiative supports employers, employees or employer associations, community groups and communities in developing and implementing strategies for dealing with labour force adjustments and meeting human resource requirements.

Employment Assisted Services (EAS)

The objective of EAS programs includes determining client employment needs through assessment in the following areas: identifying job maintenance issues, career decision making, skill development and/or job search. The EAS center also provides current labour market information and referral services.

Persons with Disabilities (PWD)

This program is structured to address the employment and training needs of First Nations clients who self identify as a person with a disability. PWD program provides access to technical aids and supports to accommodate participation in training and employment initiatives.
